I would add a third and fourth and fifth possibility.

3. People, inspired by the possibility of freeing themselves from war, oppression, climate change, religion, etc will see Mars as a new frontier where they can set up a more rational society, and travel there to build colonies in much the same way as the many Utopian projects in the United States were originally set up.

4. People, inspired by the possibility of becoming extremely powerful by setting up their own little kingdom, will travel to mars and build colonies, and put themselves and their friends on top. Eventually, the people they put on the bottom will rebel.

5. The most likely possibility, though, is a combination of 1, 2, 3, and 4. Mars is a big planet, there's enough space to have penal colonies, settlers, utopians, and power hungry crazies.

6. They find life on Mars.. and to conclude  religious and scientific intrest, we will push forward with colonisation of some sort !!!!

7. Or they find an artifact of extreme interest ona Mars ;) For instance - buildings ;D Be reminded that Mars looked like Earth 1,3 bld years before Earth did. When Earth was a big magma blob - Mars had already oceans, lands and air. If there ware life on mars - it must have left oil behind (not that we will need it). If life - then why inteligent (altho' I do not believe that was the case, as an open minded person I must say it's at least possible - just like in the book "Mars" by Ben Bova). Another artifact could be a special big metheorite founded on mars...or an exotic mater. It's SF but it's possible  ;)
